James R. Topping became a member of the Board of Trustees in July 2012. A longtime Boulder resident, James is the Retired Associate Vice President, Director Of University Budgets And Controller for the University of Colorado system.
He earned his Ph.D. in higher education administration, his M.B.A. and his B.B.A. in accounting from the University of Wisconsin. He is a member of the American Institute of Certified Public Accountants.
James is an active member of the Boulder community, having served on the Boulder City Council, as Chair of the city of Boulder’s Planning Board, as Commissioner of the Housing Authority, and as Chair Of The City Parks And Recreation Board. He is also a member of the Boulder Valley School District’s Audit And Budget Advisory Committees. In addition, James is a current board member of the Boulder Bach Festival as well as a member of its strategic planning and finance committees, and was the former treasurer of the Colorado Music Festival.
A long-standing member of Trinity Lutheran Church, James serves on the church’s Strategic Planning And Finance Committees.
